			<content:encoded><![CDATA[<p>Today at exactly 3:49pm it is said that the filipinos here at NCR will witness a <strong>partial solar eclipse</strong>. It will end at 5:51pm. This partial solar eclipse is expected to be the longest to occur since 1992.</p>
<p>A <strong>solar eclipse</strong> is a natural phenomenon where in the moon passes between the sun and earth. <strong>Partial solar eclipse</strong> occurs when only a part of the sun is covered by the moon.</p>
<p>Using x-ray films, sunglasses and watching the reflection in a basin filled with water is NOT advised by the PAGASA when viewing a solar eclipse as these methods would only ruin the eyes. According to PAGASA he safest method would be through projecting the sun onto a white piece of paper or a card using a pair of binoculars (with one of the lenses covered), a telescope, or another piece of cardboard with a small hole of about one millimeter in diameter.</p>
