Secretary Teodoro announced in an interview that the Philippines is under state of calamity.
The Philippines have been hit by typhoon Ondoy that left 293 dead and an estimated 3 million people were affected. The country is also threathened by another typhoon (Pepeng) which may turn into a super typhoon.
Under state of calamity, local authorities can use emergency funds and national government has expanded powers such as price controls.
